“Measures to Encourage Industry-University-Research Integration to Promote Transformation and Application of Scientific and Technological Achievements in Pingshan District, Shenzhen (Trial) (Revised)” will come into effect on July 15, 2025, and remain effective until Dec. 26, 2026. 1. Encouraging joint technological research 

Encourage enterprises in Pingshan to collaborate with universities and research institutes to form task-oriented innovation alliances. Members of such alliances will be awarded 100,000 or 200,000 yuan if they have successfully applied for national, provincial, and municipal key R&D programs, major technological projects, research aimed at making breakthroughs in core technologies, and other programs. The same collaborative entity can only apply for one project per year.

2. Encouraging technological achievement transactions 

Encourage enterprises in Pingshan to cooperate with universities and research institutes to carry out collaborative development, commissioned R&D, technology consulting and services, technology transfer and licensing, technology in exchange for equity, strategic research, and other collaborations. 

Technology transactions can be conducted using market-oriented methods such as negotiated pricing, listing on technology markets, and auctions. Both parties involved in technology transfer will be given awards equivalent to 5% of the total annual transaction amount.

3. Encouraging the establishment of joint innovation platforms

(1) Encourage enterprises in Pingshan to collaborate with universities and research institutes to establish innovation platforms, such as industrial technology research institutes, research centers, technology centers, innovation centers, laboratories, proof of concept centers, small-scale test platforms (bases), and research outcome industrialization bases. 

Participating universities or research institutes in each project will receive a 100,000-yuan award. An additional 100,000 yuan will be granted to those recognized by municipal-level or higher industrial departments. The total award for the same university and research institute shall not exceed 500,000 yuan per year.

(2) Encourage enterprises in Pingshan to collaborate with universities and research institutes to build joint laboratories for proof of concept, research outcome commercialization, and research aimed at making breakthroughs in core technologies. After evaluation by the district's technology authorities, a subsidy equivalent to half of the establishment investment, capped at 500,000 yuan, will be granted.

4. Encouraging the establishment of high-level platforms 

Encourage enterprises in Pingshan to collaborate with institutions, universities and research institutes to establish national-level laboratories, engineering (research) centers, innovation centers, industry-education integration centers, collaborative innovation centers, and other national-level innovation platforms and their branches. 

An award of 500,000 yuan will be granted to each project’s entity. The same collaborative entity can only apply for one project per year, with a maximum award of 1 million yuan per year.

5. Encouraging commercialization of sci-tech achievements

Encourage universities and research institutes to establish scientific and technological achievement commercialization bases in Pingshan, and virtual incubators at their locations. The bases and incubators should focus on Pingshan’s key industries and be responsible for selecting, incubating, cultivating, and implementing scientific and technological achievements. Based on operational evaluation results, eligible entities will receive an annual operational award of up to 500,000 yuan.

6. Encouraging project settlement 

Encourage universities and research institutes to recommend projects for settlement in research outcome commercialization bases and these projects will receive rental support of up to 40 yuan per square meter per month for consecutive 24 months. The maximum area eligible for the subsidy is 500 square meters. The subsidies, capped at 240,000 yuan per year for each project, should not exceed the actual rent. During the subsidy period, the leased premises must not be subleased or sold. 

Encourage partner universities and research institutes to recommend quality projects for settlement in virtual incubators. These projects will receive a 50% rent reduction for two consecutive years based on the above-mentioned rent standards. If they operate at the research outcome commercialization base, they may apply for an additional year of rent support under the same standards. The total annual support for each partner university or research institute shall not exceed 2 million yuan.

7. Encouraging financing for projects 

Encourage universities and research institutes to recommend technological achievement commercialization projects that are in line with Pingshan’s plans for key industries and have financing needs. Pingshan will provide equity investment for seed-phase projects through direct investment from government funds and co-investment from private funds, with a maximum investment amount of 5 million yuan for a single seed-phase project, subject to evaluation and verification.

8. Encouraging industrialization project settlement 

Encourage universities and research institutes to industrialize major national and provincial-level scientific and technological projects or research that have passed acceptance, in Pingshan. Projects that have been operating for more than one year will receive awards of 500,000 yuan or 300,000 yuan based on evaluation results. The maximum annual award for the same university or research institute shall not exceed 1 million yuan.

9. Encouraging recommended project settlement 

Encourage universities and research institutes to provide services for the settlement of scientific research achievement commercialization projects which are aligned with Pingshan’s key industries. Eligible service organizations will receive an award of up to 50,000 yuan for each project, depending on the project type.
